NPDES Permits
The National Pollution Discharge
Elimination System has its permit requirements based in laws passed
in the late 1800s. At that time, people in this country were interested
in conserving its environment and natural resources. As the country
expanded due to immigration, the need for economic growth eliminated
concern for environmental conservation. Almost 60 years later, the
largely college educated "baby boom" generation began
to realize the need for environmental conservation. Hence, these
old laws were used in some of the early water pollution litigation
cases that was the basis for the recent environmental movement.
NPDES permits typically require monitoring of discharge water quality.
